Our take, based on the confirmed item list:
- Worth it if you want the five extra shops (especially Rideout Customs and the tattoo parlor), the two extra activities and the cosmetics, and you'll play the whole story.
- Skip it for now if you mainly care about the story and the open world. Everything in the Ultimate Edition is extra content, not a different game, and the upgrade costs the same $20 later.
- Reported Engadget's verdict is to "keep your $20 for now," since you can upgrade at any time after launch. It also reports that the Ultimate Edition has drawn almost 90 percent of pre-release sales (Engadget).
